The first phase of this project (from Precinct Line Road to 750 feet west of Davis Boulevard) was completed July 2003. In addition to decreasing congestion, Phase I implemented North Richland Hills’ newly-adopted streetscaping standards. Kimley-Horn and Associates, Inc., the engineer for Phase I, will perform services for Phase II. Kimley-Horn is a national, full-service consulting firm that specializes in transportation engineering, revitalization planning, and landscape architectural design.
